In conjunction with the California Department of Public Utilities, Savings by Design offers services and incentives to help owners and designers of commercial buildings raise energy performance. Qualified non-residential new construction and renovation projects in the service area of one of the five participating utilities are eligible to participate. The five participating utilities are Sacramento Municipal Utility District, Pacific Gas and Electric, San Diego Gas and Electric, Southern California Edison, and Southern California Gas Company. Owners and designers are eligible for incentives if the facility's efficiency is 10% better than Title 24 standards.
Savings by Design has two basic approaches through which to participate: the Whole Building Approach and the Systems Approach. Through the Whole Buildings Approach owners may be eligible for incentives of up to $150,000 and design teams may receive up to $50,000. The Systems Approach evaluates individual efficiency improvements to qualifying systems. Incentives are based on annualized kWh savings, therm savings, and peak demand reduction. Owners are eligible for incentives up to $150,000. All technologies are eligible for peak demand incentives, with the exception of hot water systems. In addition, design assistance is available to owners and design teams.
Interested customers must contact the utility early in the design process to determine funding availability and start technical and design assistance.

Santee Cooper, through its Reduce The Use program, provides rebates to commercial customers for the purchase and installation of energy efficient equipment and measures. Rebates are available on refrigeration, lighting, lighting controls and sensors, air conditioners, heat pumps, chillers, variable frequency drives for air handlers, envelope upgrades, and custom measures. All equipment requirements specified by Santee Cooper must be met in order to qualify for incentives. Contact the utility for equipment requirements before purchasing items. Certain rebates are offered based on the amount of electricity saved or avoided, while others are offered on a flat rate. Additionally, Santee Cooper provides a variety of rebates and financing options to residential customers for energy efficient and sustainable improvements.

Santee Cooper has developed a Business Custom Rebate as part of their Reduce the Use: Business Prescriptive Rebate Program, which was designed to reduce a business's overall electricity use.
The Business Custom Rebate is a one-time rebate based on $0.10 for every kWh of verified first-year energy savings, up to $200,000 per project. Energy-saving measures not already covered by one of the Reduce the Use: Business Prescriptive Rebates for lighting, HVAC, building envelope or commercial refrigeration may qualify for a Custom Rebate.

The Sangre De Cristo Electric Association (SDCEA) offers the Energy Efficiency Credit Program, a rebate program which offers incentives for space heaters, water heaters and appliances.
In order to receive space heating rebates, insulation levels must meet program requirements. Rebate amounts are: $10 per kilowatt for resistive devices, $25 per kilowatt for electric thermal storage devices and $25 per timer installed. Heat pumps are also eligible for rebates; customers should contact SDCEA for more information on amounts and eligibility.
New and replacement water heaters are also eligible for rebates under this program. Water heaters are eligible for a $100 rebate per unit, and a $25 rebate per timer device. In addition, the customer can receive a $25 rebate for purchasing a lifetime warranty on the water heater.
The Energy Star Appliance Program provides $40 rebates on refrigerators/freezers, clothes washers, and dishwashers. Customers must submit a receipt and an application signed by an SDCEA representative within 180 days of the equipment purchase.

San Miguel Power Association (SMPA) offers a variety of rebates to customers for the purchase and installation of energy efficient equipment and appliances. Both residential and commercial customers are eligible to participate in this program. Eligible equipment includes geothermal heat pumps, central air conditioners, air source heat pumps, water heaters, refrigerators, freezers, washing machines, dishwashers, electric motors, lighting measures, and weatherization measures. All purchased appliances must be EnergyStar rated in order to qualify. To participate, fill out the Energy Efficiency Credit Application within 180 days of the installation and provide proof of purchase for specified equipment. Rebates will be dispensed to customers through a one-time check.

Salem Electric provides incentives for members to increase the energy efficiency of eligible homes and facilities. Available rebates include:
Energy Star home lighting
Residential weatherization
High efficiency heat pumps
Qualifying appliance purchases
Energy-efficient commercial installations
A list of appliance dealers and rebate forms can be found on the program web site. Residential members may receive rebates for insulation, efficient windows and heat pumps. Heat pumps must be installed by a participating contractor.
In addition to various rebates, Salem Electric also provides residential and commercial customers a 5% loan for amounts ranging from $500-$10,000 for customers participating in two or more eligible programs. Loan term ranges from 12-60 months.

Roseville Electric offers incentives for its commercial customers to increase the efficiency of existing facilities. Rebates are offered for energy efficient lighting equipment, HVAC system improvements, and new construction projects. Energy saving measures not covered through Roseville's prescriptive rebate program may be eligible for incentives through the Customized Rebate Program. Customers interested in pursuing rebates should contact Roseville Electric before making purchases to ensure eligibility and rebate fund availability.

Rocky Mountain Power offers a Self-Direction Credit program to its industrial and large commercial customers with annual electric usage of more than 5,000,000 kWh or a 1,000 kW peak load. Through this program, customers who pursue self-investments in energy efficiency and related demand-side management projects can receive credits of up to 80% of eligible costs. Credits of up to 50% of project costs are available to facilities which demonstrate that no cost-effective energy efficiency potential. The credit is applied against 100% of the customer’s monthly Customer Efficiency Services charge on their electric bill, until the entire credit is used.
Project costs eligible for credit through this program may include equipment costs, engineering and consulting expenses and finance charges. For new construction or expansion of existing facilities, eligible expenses are those expenses that are additional to achieve energy efficiency levels that exceed standard industry practice. Expenses are subject to Self-Direction Credit program administrator approval. Participating customers will have to pay a non-refundable $500 administrative fee.

Rocky Mountain Power's FinAnswer Express Program provides extensive incentives and for lighting, HVAC, food service, agricultural, and compressed air equipment. Retrofits of facilities and upgrades of existing equipment as well as new construction projects are eligible for these rebates. For retrofits, the utility may need to verify existing equipment. The program website lists prescriptive rebates by category and also includes detailed information on size and efficiency requirements for all equipment and measures. Efficiency projects and equipment not already prescribed by the FinAnswer Express program can qualify for custom incentives.
