The CitySmart Program is an energy efficiency program designed to provide financial incentives to public sector, K-12 schools, and higher education customers for the installation of a wide range of energy efficiency measures that provide energy savings in eligible facilities. Projects that benefit from this program include prescriptive measures (lighting, HVAC, etc.) as well as complex commercial or projects requiring measurement and verification. Program benefits include information on energy efficiency best practices, program documentation assistance, savings calculations, measurement and verification, and financial incentives. The tiered incentive structure provides an increased incentive for comprehensive projects that incorporate four or more measures. This program also provides benchmarking and energy master planning services for eligible customers at no cost.
No cost direct install measures include low flow aerators, low flow pre-rinse spray valves, compact flourescent lamps, vending misers, and shower heads.

Franklin Energy Services has partnered with the Michigan Public Power Agency (MPPA), which is made up of 20 municipal utilities, to offer the Energy Smart Commercial and Industrial Energy Efficiency Rebate Program. Eligible business electric customers served by one of the 20 participating utilities may receive rebates on energy efficient lighting, controls, refrigeration, HVAC equipment, or several other energy efficient measures. Refer to the Program Application for all equipment requirements and guidelines. Purchased products must meet all program standards in order to receive rebates. The Small Business Direct Install Program offers free energy-saving products.

Empire Electric Association provides rebates for its commercial customers who upgrade to energy efficient lighting, HVAC equipment, and motors. These rebates are offered in conjunction with Tri-State Generation and Transmission Association, with Empire Electric generally matching the incentive amounts provided by Tri-State for equipment and appliances. In many cases, additional rebates are available for HVAC equipment which exceeds the minimum efficiency or technology requirements of the program.

Elk River Municipal Utilities offers a variety of rebates to commercial, industrial, and agricultural customers for the installation of specific energy efficient equipment. Rebates are available for new and retrofit lighting projects, premium efficiency motors, adjustable speed drives, commercial and industrial cooling equipment, geothermal heat pumps, compressed air studies, and design assistance. Rebates are prescriptive and total rebate amounts are limited to 50% of the project cost up to $100,000 (unless otherwise noted). Interested customers should submit application forms (located on the program web site) along with the necessary worksheets and itemized equipment invoices. The installation must be complete before funds will be issued.
For energy savings measures not listed above, Elk River Municipal Utilities offers a custom grant program. In order to qualify for the grant, the benefit cost ratio (BCR) of the project must be equal to or greater than 2.00, and the simple payback must be equal to or greater than one year.

Eau Claire Energy Cooperative offers rebates to commercial and agricultural customers for the purchase of energy efficient appliances, central air conditioners, air source and geothermal heat pumps, water heaters, and agricultural equipment. Customers who install energy efficiency measures or equipment not listed on this program may still be eligible for rebates through the Focus on Energy program. Some rebates vary by the size, efficiency or capacity of the purchased equipment. Purchases must be made by December 31 of the current program year and incentive requests must be received by January 15 of the following year.

East Central Energy (ECE) offers a variety of rebates to commercial, industrial, and agricultural customers for the installation of specific energy efficient equipment. DTE Energy's Commercial Your Energy Savings Program provides prescriptive and customized incentives to commercial and industrial customers who implement energy efficiency upgrades in facilities. Prescriptive incentives provide predetermined payments to DTE Energy's electric and natural gas business customers for the installation of energy-efficient equipment, including, but not limited to, lighting, controls, HVAC, refrigeration and food service equipment. Incentives are provided for one-for-one replacements, retrofits or new installations of qualified equipment. Prescriptive incentives are paid based on quantity, size and efficiency of the equipment. When customers cannot find a prescriptive measure that fits their project, they can apply for custom incentives. Custom incentives are paid based on the first year of energy savings (kWh and/or MCF). A reservation application is required for all custom incentives. Customers may mix prescriptive and custom measures on one application.
Program incentives are limited per project, per year and per customer. Customers installing eligible electric measures may receive up to $250,000 per project for the 2015 Program year for electric measures; the total customer cap (across all facilities saving electricity) is $1,000,000 for the 2015 Program year. In addition to the incentive limits above, incentives for custom projects are limited to 50% of the sum of all custom measure costs (MC). Internal customer labor costs cannot be included in the total project cost.
To participate, customers should first verify that a proposed project is eligible, and wait to begin work until they receive a reservation letter from DTE Energy’s Your Energy Savings Team. The customer then has 90 days to begin installing equipment or systems. Final applications must be received within 60 days after project completion or by November 30 of the program year, whichever comes first. DTE Energy’s Your Energy Savings Staff will review the final project documentation, and a post-inspection may be required for verification purposes. Incentive payments will typically be sent within 4 to 6 weeks from the time that all the documentation is received and the field inspection is complete.

Dominion Virginia Power provides a number of rebates to customers for the installation of energy efficient equipment and measures. Incentives are available for Energy Audit, Duct Sealing, Lighting, Window Film, HVAC, and Distributed Generation.
Non residential customers are also provided rebates for testing and sealing leaky air ducts. Systems evaluated will include air handlers, air intake, return and supply plenums, and any connecting duct work. Incentives vary depending on the unit size of their HVAC system. Rebates range from $75/ton - $90/ton.
Additional incentives are available for installing solar reduction window film. These films reduce the solar radiation passed in through the windows, which in turn lowers stress on HVAC equipment on heating degree days. Rebates are calculated based on rated SHGC improvement and total installed per sq. ft.
The Distributed Generation Program offers monthly incentives for non-residential customers for allowing to remotely dispatch their backup generator during peak periods in the grid. The incentives can be used to install new backup generation or make use of existing backup generators.

Denton Municipal Electric's Standard Offer Program provides rebates to large commercial and industrial customers for lighting retrofits, HVAC upgrades and motor replacements. DME offers $125.00 per kilowatt (kW) saved, more than 100kW, over the minimum set by energy efficiency stards, not to exceed 50% of the total project cost. Lighting incentives may not exceed 65% of the total project.

Columbia Gas of Virginia offers rebates to commercial customers for the purchase and installation of energy efficient equipment. Water heaters, furnaces, boilers, controls, and infrared heaters are available for cash rebates. Additionally, custom rebates are available for projects which do not fit within the scope of standard equipment rebates. Business customers are eligible for these incentives, although certain equipment may only be available to specific business types. All efficiency and performance requirements must be met in order to receive rebate. Some installation requirements also apply to certain equipment.
